NCEES has indicated that registration for the October 2010 engineering exams will open the afternoon of July 6, 2010.   You can visit their exam information page ( http://www.ncees.org/Exams/Pages/Exam_information.php ) and select your state licensing board from the drop-down list on the right of that page to view instructions for getting approved to take an exam.  You should contact your licensing board if you have questions about the approval process before then.  Beginning the afternoon of July 6, you will be able to register online with NCEES to create your My NCEES account and reserve your seat for the exam.  Best wishes!
